Washington - Congressman Lance Gooden (R-TX) today reintroduced the Protect America’s Innovation and Economic Security from CCP Act, a bipartisan, bicameral bill aimed at stopping Chinese Communist Party (CCP) espionage, intellectual property theft, and economic warfare against the U.S. The bill, which passed the House last Congress, establishes the CCP Initiative within the Department of Justice to aggressively counter CCP threats to American businesses, universities, and national security.
“The CCP has stolen from our businesses, infiltrated our institutions, and undermined our economy for far too long,” said Rep. Gooden. “This bill will ensure the U.S. government has the resources to expose, investigate, and prosecute those who seek to weaken America.”
Key Provisions of the Bill:
Investigate and prosecute CCP espionage, hacking, and trade secret theft.
Protect U.S. businesses from unfair competition and foreign influence.
Strengthen interagency coordination between the DOJ, FBI, and national security agencies.
“We must act now to defend our economy and national security from China’s aggression,” Gooden added. “Congress must send a clear message: America will not tolerate the CCP’s economic sabotage.”

President Joe Biden recklessly ended the CCP Initiative that President Trump established during his first term, turning a blind eye as Communist China committed at least 60 known cases of espionage on the United States and our citizens during his administration. Now, President Trump is back in action to hold Communist China fully accountable for its exploitation of the United States. Our bill, the Protect America’s Innovation and Economic Security from CCP Act, will bring back the successful CCP Initiative to help President Trump face this threat head-on and Make America Safe Again.”
