WASHINGTON – On Thursday, Congressman Lance Gooden (R-Texas) introduced legislation to require U.S. non-profits and tax-exempt organizations to disclose all donations received from foreign governments or foreign political entities.

Congressman Gooden’s legislation comes in response to reports of Russian-affiliated entities financing environmental groups who advocate against U.S. energy production. The actions of these organizations have weakened U.S. national security and emboldened Russia, resulting in European dependence on Russian oil and a stronger and more dangerous Vladimir Putin.

Rep. Lance Gooden said, “President Biden is beholden to a cabal of radical environmentalists who are actively working to undermine our national security. Nancy Pelosi and Joe Biden must put our national security ahead of their Green New Deal agenda and investigate these organizations and their ties to Russia.”

The Think Tank and Nonprofit Foreign Influence Disclosure Act is the latest action in Gooden’s two-year long effort to expose these groups and their ties to the Russian and Chinese governments. In October 2020, Gooden urged the Environmental Protection Agency (EPA) to open an investigation into these organizations. Additionally, last week he sent a letter to Treasury Secretary Yellen demanding an investigation into foreign influence, financial involvement, and interference on behalf a list of climate groups, including the Sea Change Foundation, the Sierra Club, the Sunrise Movement, and League of Conservation Voters Education Fund.
